Financial lending institutions require a Phase I Environmental Site Assessment (ESA) as part of its commercial real estate lending practices to identify whether or not Recognized Environmental Concern liability exists under the US EPA’s Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The body responsible for providing environmental standards is the American Society of Testing and Materials (ASTM). The specific environmental standard is found under ASTM 1527. ASTM E 1527-05 is a new Phase I ESA standard. As prospective owners (buyers) of properties, VEI uses this standard to fulfill regulatory requirements as part of maintaining CERCLA liability defenses.
