Agenda 21 was the principal output of the United Nations Conference on environment and development (the, “Earth Summit”). Agenda 21 is an action plan that is applicable and pertinent to local businesses even though the plan was written for regions of the world. The Agenda 21 is a guidance document for sustainable development. International objectives were developed, including an outline for sustainable development plans in every country by the year 2005.


The International Organization for Standardization (ISO) offers standards or gives guidance on management standards in support of Agenda 21. The ISO 14001 of the ISO 14000 series provides its requirements for an Environmental Management System (EMS) plan that confirms global relevance for all size organizations wishing to operate under environmentally sustainable operations. It is an internationally accepted specification. The standards can be applied to any organization, large or small, whatever its product or service, in any sector of activity, and whether it is a business enterprise, a public administration, or a government department.

An EMS establishes an environmental policy, incorporates planning of environmental objectives, presents measurable targets and programs (action plans), provides implementation & operation of programs to meet objectives and targets, and checks through evaluation of compliance, internal audits, and management review. A management system is a planned process for an organization to evaluate its activities and determine whether it is meeting its objectives. Management system standards provide an established model to follow in setting up and operating a management system.
